Ladies and Gentlemen,
From 5 to 8 June 2005 the 4th Annual Conference of the International Competition Network and the Bundeskartellamt’s 12th International Conference on Competition will be held in Bonn.
The ICN is still a very young international organisation. However, since its establishment in 2001 it has rapidly acquired its proper place in the international competition family. Our joint objectives within the ICN, i.e. to promote the principle of competition, to push ahead with the convergence of the legal systems and to strengthen the cooperation between the competition authorities, have lost none of their topicality. We hope to advance further towards achieving these objectives by presenting and discussing the results of the four ICN working groups at the 4th Annual Conference.

The Competition Principle as a Guideline for Legislation and State Action
The Responsibility of Politics and the Role of Competition Authorities
provides a forum for the exchange of knowledge and experience which will bring together a large number of competition experts from all over the world. I am convinced that the contributions to the theme of the conference and the examination of the results achieved by our working groups will lead to a lively and fruitful discussion.
Since 1 October 1999 the Bundeskartellamt’s official seat has been in Bonn, the former capital of the Federal Republic of Germany. With the former Plenary Hall of the German Bundestag as the conference venue, its attractive cultural institutions, the Rhine valley as world cultural heritage and last not least its open-minded citizens, Bonn will be an excellent host city.
I am certain that both the topics of the 4th ICN Conference and the speeches and discussions of the 12th International Conference on Competition will meet with considerable public attention and will be of greatest interest particularly to countries and authorities whose competition regimes are still young.
